FACILITY
The City of St. Ann completed an addition and remodel to the City Hall and Police Department facility. This building expansion added 18,000 sq. ft to the approximately 16,000 sq. ft. of existing space and increased the facility to a 3-story structure. Housed within this building are the municipal administrative offices and the police department.
CHALLENGE
Under a previous administration, the City entered into an architectural contract and construction contract for an approximate $3.0 million expansion and remodel of their existing facility. Completion of the construction documents and construction was delayed, leaving the City without a jail facility for almost 2 years. When CCS became involved, the project was in the 30th month of what should have been a 9 - 12 month construction schedule and there was no end in the foreseeable future. CCS Group’s challenge was to get the facility operational as quickly as possible, control the costs, and ascertain the cause for the delay.
SCOPE OF SERVICE
CCS Group worked with the City’s attorney to:
- Determine the cause and responsibility for the delay.
- Negotiate a settlement with the architect and contractor.
- Provide project management services to correct deficiencies in the original design and complete the project.
OUTCOMES
- Opened lines of communication between the owner, the architect, and the contractor.
- After a thorough review of the construction documents and correspondence amongst all parties, CCS helped broker a settlement between the City and the architect and the City and the contractor.
- Under CCS Group’s direction, a new architect was retained, design deficiencies were corrected, and construction proceeded to correct the deficiencies and incomplete aspects of the project.
- Due to problems discovered with the previously chosen building skin and installation method, all of the recently installed exterior construction (wall surfaces & windows) had to be removed and replaced with commercial quality aluminum windows and EIFS to provide the City with a quality finished product.
